Hi folks...

Quick post/pre-holiday wishes to all -- and a reminder that
conversations between two people shouldn't be broadcast to 400+
people.

Thanks also to Ziad for adding the misp listserv feed to the
tamalewood blog.

In the meantime, a few updates on community sites and places that are

Earlier this year I created a yahoo group called NewMexicoProduction.  It is open to all New Mexico-based filmmakers and producers.  Please email me at brent@indieproduction.com if you would like to be part of this, it is a free membership but invite only.  I have 10 or so members and it's been slow taking off but I am keeping at it.  The focus is similar to a couple of online groups I belonged to in Los Angeles, LAProducer and FilmBudgeting -- post questions, calls for help, advice, etc. on any type of production issue.

With enough interest, I hope it will provide a good forum for discussion.  You can set your preferences to daily digest to receive one email a day which is a handy way to view the posts quickly.

In New Mexico, we receive overtime for anything over 40 hours. Here, that 80-hour week would have paid me over $1500.

While in Arizona, I was almost killed working on a POS called The Wraith when a stunt went bad. One technician was killed and one was paralyzed for the rest of his life. Seven of us went to the hospital with varying life threatening injuries. The real bitch of it is that we were all concerned about the safety of the stunts but because Arizona is a "right to work" state, we had no recourse. No job steward to complain to - no union to represent us legally if we were fired for insubordination.

Finally, we have more films in production right here right now than they do in Hollywood. Arizona hasn't had any significant production for several years and they are desperate to revive their film industry. New Mexico's film industry is one of the top three industries in the state. We must be doing something right - why try to undermine what's working?

Give me a union state any day.

One of the other incentive programs that benefits companies more on the tech side of our Media Industries is New Mexico's Job Training Incentive Program (JTIP).  I know of a few companies that have taken advantage, but if you'd like to know more, please read and follow the link below.

Members of the New Mexico Economic Development Community,

 

For more than three decades the New Mexico Job Training Incentive Program has helped bring new businesses to New Mexico and, equally importantly, helped existing New Mexico companies expand.  While JTIP staff is dedicated to this effort full time, the program's success can also be attributed to the role each of you has played in encouraging businesses in your communities to access the program.

 

The Job Training Incentive Program (JTIP) funds classroom and on-the-job-training for newly created jobs in qualified expanding or relocating businesses for up to six months.   JTIP reimburses 50 to 80 percent of employee wages and a portion of required travel expenses during the approved training period.  The amount of reimbursement is determined by the business location (urban, rural, frontier), job complexity, and wage paid.  Custom training at a New Mexico public educational institution may also be covered.

 

Companies that are eligible for JTIP include manufacturers and business service providers with at least 50% of revenue from customers served out of state.  Jobs funded must be new to the company, full-time, year-round positions which relate to the creation of the product or delivery of service.  The company must also meet JTIP requirements as an expanding company.

 

Discussing the JTIP benefits is straightforward.  Actually qualifying companies for the program, however, requires an in-depth knowledge of current JTIP policy.  To make it easier for companies to have their eligibility questions answered, JTIP staff has added an eligibility questionnaire to the New Mexico Economic Development Department website.  Companies simply complete the questionnaire on-line and then submit it to staff for review.  Once we receive the questionnaire, we will contact the company to discuss their interest in JTIP and their current and future eligibility.

 

The questionnaire can be accessed at www.goNM.biz.  Select Business Assistance, Job Training, and Who Qualifies.

The article(s) point out the problems most of us in the New Mexico Film community have with the SIC program. First of all not one film produced by a local New Mexico Producer has ever been funded. Now that they have maximized the funding limit that possibility is out the door. One reason the state has not seen much of a profit is that "Hollywood creative accounting methods" continue to be the norm and most back-end deals never see a dime. Secondly,  $900,000 in eight years is a joke. If the state would put in place a "zero coupon" bond model for lending they would realize a much greater return. For example if they lent $15 million with lets say $17.5 million - due in five years the profit to the state would be $2.5 million on one loan. The Producers of those loans would be required to have the same guarantees that are currently required. If they took 50% of that income and created a fund to lend to local film makers that would mean for each loan $1.25 million would be in a revolving fund. Using the same model for the NM projects as the larger films,  the state would receive more funds, create more jobs and build a local industry. I would say it was time to re-evaluate the program but unfortunately all the funds have been committed. Given the projected shortfall in tax revenues I do not see anything happening soon.

State Antes Up for 'Book of Eli'

SANTA FE — In an economic climate short on cheer, New Mexico is betting on Denzel Washington to bring home some good news.
The State Investment Council on Tuesday approved a $15 million loan for the production of "The Book of Eli," a "post-apocalyptic Western" that will be shot in Albuquerque, Carrizozo, Alamogordo and Santa Fe, starting Feb. 2. Gary Oldman also will star.
The $75 million production by Alcorn Entertainment is the biggest budget film the state has invested in. And with 63 days of filming in the state and 250 crew members, a lot of that $75 million is expected to remain here.
The state will receive 7.5 percent of whatever revenue the film generates after it pays off its budget, although such profit has been elusive in state-sponsored film incentive plans.
If the movie doesn't break even, New Mexico will be guaranteed to have its loan repaid within three years.
"We can't lose our money," said Peter Dekom, film adviser to the State Investment Council. "We want to create jobs for the local economy but not put taxpayers at risk."
"The Book of Eli" is a movie screenplay about a lone man (Washington) walking west after a cataclysmic event, braving barren wastelands to protect a sacred book containing secrets to saving humankind. Most of the filming will be in the Carrizozo area.
The film is the sixth to receive $15 million, the most the state is allowed to lend under its film investment program.
Proponents of the loan deal say movies that offer escapist entertainment haven't skipped a beat, even in economic downturns.
"We're as busy as we have been," said Lisa Strout, director of the New Mexico Film Office.
New Mexico is still waiting to recoup a profit from most of its previous film investments, though officials say the payback on such loans can take seven or eight years to roll in.
The state has earned $500,000 from "Employee of the Month" and received $305,000 in penalty interest from "Bordertown," which defaulted on its New Mexico loan, said Charles Wollmann, public information officer for the SIC.
Since the film program's first loan in 2001, the state has earned a total of about $900,000 in either profit or interest payments and has, in one way or another, seen all of its loan payments returned, Wollmann said...

State Grant Program Helps Local Filmmakers

ALBUQUERQUE, N.M. -- State dollars are hard to come by this year, but one state funded program continues to invest in local filmmakers and their visions.

Being a documentary filmmaker is tough,and in a tight economy it can be even more difficult. But Romana Emerson got a gift,in the form of a state contract.

"Especially at a time like this, it really comes in handy," Emerson said.

Emerson is working on a documentary called "Gambling With Our Future." The film will look at the effects of the Navajo Nation building its first casino.

Through the "New Visions, New Mexico" state program, she was given $8,000 to work on her film.

"I don't know how we would've funded the documentary any other way," Emerson said.

Part of Emerson's contract requires her to give back to the film community in some way. Her project will take her back to her home of Tohatchi on the Navajo reservation.

"What are their lives like? What issues are important to them And their friends?" asks Emerson.

Emerson wants to equip Tohatchi High School students with cameras and help them produce their own films.

This is what the state film office calls "The Circle Of Life."

Emerson will train budding filmmakers, so when productions come to New Mexico, there will be plenty of qualified workers to fill open positions.

"I think it will create a whole new generation of people who have a dream of becoming a film maker," said Emerson...
